Study in Italy 2027: Universities, Fees, Visa | MetaApply

Student Studying in Italy

Italy has quietly become one of the smartest study-abroad picks for Indian students in 2026. Over 6,000 Indian students were enrolled at Italian universities in 2024, up 16% from the previous year, and the numbers keep climbing as the US, UK, and Canada tighten their student visa rules. World-class engineering at Politecnico di Milano, design at Politecnico di Torino, business at Bocconi, and humanities at the University of Bologna — all at a fraction of UK or US tuition.

But Italy has one unusual feature most Indian students underestimate: a two-layer application process. You apply directly to universities first (with deadlines as early as December 2026), then complete the mandatory Universitaly pre-enrollment for your visa (April–July 2027). Missing either window blocks your entire application.

If you plan to study in Italy 2027 for the September intake, this guide walks you through every step: top universities, tuition fees, the major Italy scholarships, the Universitaly process, and the exact timeline you need to follow from September 2026 onward.

Why Indian Students Choose to Study in Italy 2027

Italy offers something rare: globally ranked universities, low public-university tuition, generous government scholarships, and a real path to working in the EU after graduation.

Globally Ranked Italian Universities

Six Italian universities sit inside the QS World Top 200 for 2026, led by Politecnico di Milano (#111), Sapienza University of Rome (#132), and the University of Bologna (#137). Politecnico di Milano consistently ranks among the world’s top 20 for engineering, architecture, and design.

Public University Tuition Is Genuinely Low

Most Italian public universities charge non-EU students between €500 and €4,000 per year, calculated on family income through the ISEE assessment. Even Politecnico di Milano, one of Italy’s most prestigious technical universities, charges around €3,886/year for non-EU master’s students — significantly cheaper than equivalent programmes in Germany’s Baden-Württemberg state, let alone the UK.

Fully Funded Scholarships With Government Stipends

The MAECI government scholarship now pays €10,800 across 9 months (up from €9,000 in earlier cycles), plus health insurance and possible tuition waiver. The Invest Your Talent in Italy (IYT) scholarship, exclusively for Indian students in engineering, ICT, design, and economics, pays €1,000/month plus a guaranteed paid internship at an Italian company.

One-Year Post-Study Job-Seeker Visa

After graduating from an Italian institution, Indian students qualify for a 12-month residence permit to look for skilled work in Italy. Once you find employment, you can convert to a work-based residence permit and eventually apply for long-term EU residency after five years.

Bologna, Padua, Sapienza, Bocconi, and most other top universities offer their own merit-based awards. Bocconi’s financial aid can cover full tuition plus living support for exceptional international applicants.

Universitaly and the Italian Student Visa Process

The Italian visa process for Indian students runs through two parallel tracks: direct university application and mandatory Universitaly pre-enrollment.

Step 1: Apply Directly to Italian Universities

Most top Italian universities accept direct online applications starting October–November 2026 for the September 2027 intake. Each university has its own portal, deadlines, and admission criteria. Early Bird rounds (October–December 2026) often carry better scholarship odds than later rounds.

Step 2: Get Your Documents Ready

Indian applicants need:

  • Apostille from the Ministry of External Affairs, India — non-negotiable. Apply at MEA’s authorised centres in Delhi, Mumbai, Chennai, Kolkata, Bengaluru, or Hyderabad. Allow 4–6 weeks.
  • CIMEA Declaration of Value (DOV) / Statement of Comparability — verifies your Indian degree’s equivalence in Italy.
  • English proficiency certificate (IELTS 6.0+ typically) for English-taught programmes, or B2 Italian certification for Italian-taught programmes.
  • Bachelor’s degree certificate translated into Italian, English, French, or Spanish.

Step 3: Universitaly Pre-Enrollment (Mandatory for Visa)

Once you receive your admission letter from an Italian university, you must complete pre-enrollment on the official Universitaly portal.

The Universitaly portal for the 2027/28 cycle is expected to open between April and May 2027. Submission deadlines vary by university — the University of Turin closes pre-enrollment by 15 July, the University of Messina by 15 September. Without Universitaly pre-enrollment, the Italian Embassy cannot process your study visa.

Step 4: Visa Application

After Universitaly pre-enrollment is approved, book your visa appointment at the Italian Embassy or Consulate in Delhi, Mumbai, Kolkata, or Chennai. Documents required include the Universitaly receipt, financial proof (around €7,000–€8,000 minimum for one year), accommodation proof, and health insurance. Visa processing typically takes 2 to 4 weeks, longer during peak season.

Application Timeline for September 2027 Intake

This is where September 2026 becomes your real starting line. The Italian timeline is long, multi-layered, and unforgiving.

  1. September 2026: Shortlist 5–7 programmes. Start IELTS preparation. Begin MEA Apostille process for Class 10, Class 12, and bachelor’s certificates.
  2. October 2026: Politecnico di Milano Early Bird scholarship round opens (1 October). Begin direct applications to top universities.
  3. November 2026: Submit your CIMEA Statement of Comparability application. Most early-round university deadlines fall in late November.
  4. 1 December 2026: Politecnico di Milano Early Bird deadline closes. Hard cutoff.
  5. December 2026 – January 2027: Complete remaining direct applications. Get all documents Apostilled.
  6. February 2027: Invest Your Talent in Italy scholarship deadline (typically late February).
  7. March 2027: MAECI Italian Government Scholarship deadline (expected late March 2027).
  8. March – April 2027: First-round admission decisions arrive. Accept your offer.
  9. April – May 2027: Universitaly portal opens. Submit pre-enrollment immediately after receiving admission letter.
  10. June – August 2027: Visa application at Italian Embassy. Arrange accommodation. Open Italian bank account preparation.
  11. September 2027: Travel, residence permit application within 8 days of arrival, studies begin.

If you start the process in January 2027, you’ll miss the Politecnico Early Bird, lose the Invest Your Talent deadline, and likely miss the MAECI scholarship cycle as well. That’s three of the four best funding routes — gone.
